论建立低价格的农村医疗卫生体系运行机制

Discussion on Establishing Low-price Operative Mechanism of Rural Health System

农村合作医疗制度在全国绝大多数农村地区已经崩溃 ,医疗保障制度缺失已成为农村不稳定因素之一。政府应承担建立和完善低价格农村医疗卫生体系运行机制的责任 ,建立一种半商业性质、半社会保障性质的农村居民医疗保险 ,部分解决农民的大病医疗问题 ,直接向农民发放医疗券 ,以基金项目运作的方式 ,改善农村的公共卫生条件 ,调整扶贫资金的使用方向等等 ,都是建立这一运行机制的可行性尝试。

Rural cooperative medical insurance system is broken down in most of rural areas in China. The absence of medical insurance system has become an unstable factor in rural areas. The government should be responsible for establishing and perfecting low-price operative mechanism of rural health system. There are many kinds of operative mechanisms that could be tried to carry out as following: (1) establishing a kind of rural residents medical insurance with half commercial property and half social property to partly solve farmers' catastrophic medical problems; (2) directly giving medical tickets to farmers; (3) improving rural public health conditions with fund project operation; and (4) adjusting use direction of poverty-relief fund, and so on.
