"模型黄河"工程由各类实体模型工程、基础设施工程和测控系统工程等组成,基础设施工程和测控系统工程都是为各类实体模型服务的。根据"模型黄河"工程建设总体目标,确定的建设总体任务是:逐步建设功能齐全、模拟精度较高的黄土高原模型、水库模型、河道模型及河口模型体系,同时建成现代化程度高、技术先进、可起到"三条黄河"联动桥梁作用的自动化测控系统,以及扩展性强、布设合理的试验厅等相关基础设施。
