青少年犯罪不是一个单纯的青年问题,而是一个社会问题。青少年犯罪问题日趋严重,其重要原因之一是由于对青少年犯罪的环境缺乏全面的分析与了解。青少年所处的环境即其生活的文化背景,其中包括社会、学校、家庭及个人因素,这些都对青少年的观念、行为构成影响,也是青少年犯罪的几个监控角度。客观地认识与评价青少年成长的文化环境,从而积极改善其负面成份,是限制青少年犯罪的重心所在。

Juvenile delinquency is a youth and social problem. The problem is becoming serious day by day.One of the main reasons is that there is a lack of analysis and survey of the environment of juvenile delinquency. The environment of teenagers includes its social, school family and individual factors, which all contribute to the formation of teenagers'idea and behavior and are the aspects of controlling juvenile delinquency. The central task of controlling juvenile delinquency is to know and assess the objective cultural environment of teenagers'growth so as to improve its negative aspects.
