摘要
过去的15年间,中国建筑防水业取得的成绩举世瞩目,但存在的问题也很明显。在分析有关问题后指出,成熟的市场经济必须遵循相应的游戏规则,在市场经济发展的过程中逐步找到合理解决的途径。并认为在目前情况下,可针对比较集中的如防水工程发包造价偏低和工程发生渗漏之后的责任赔偿问题,由政府部门作出强制性规定,让“关口”前移,从源头上惩治建筑防水市场上确实存在的腐败现象。
During the past15years,great achievements have been made in China building waterproofing industry,however problems exist as well.Having analyzed the problems,the article points out that a ma tured market economy must follow corre sponding game rules and the way to solve the problems can be gradually found in the process of market economy development.At present,some frequently occurred problems,such as low price for giving out contract and responsibility and compensation for leak problem,can be solved by implementing compulsory regulations issued by government departments.In doing so,corrupt dealings existing in waterproofing market may be corrected from its origination.
