政治经济学的困境与出路——我们需要一部《中国转型经济学》

The Difficult Position facing Political Economy in China and the Way Out-We Need A Transitional Economics of China

社会主义政治经济学应是运用马克思主义的立场、观点和方法分析社会主义经济现实的科学。由于种种原因,中国的经济改革一直处于理论准备不足的状态,在20世纪90年代初我们选择了市场经济体制,进而出现了引进西方经济理论的新高潮。面对"中国经济学向何处去"的困境,似应把马克思主义政治经济学和着眼于经济运行和资源配置的市场经济学从不同层面融为一体,创建一门崭新的社会主义经济学,即转型期中国经济学。它要求从中国当前阶段的实际和特点出发,运用实证的和规范的研究方法,抓住转型期一些重大的具有理论意义的现实经济问题进行深入的分析研究,得出具有规律性的结论,用以指导我们继续前进的方向,并逐步形成一套较为完整的独特理论体系。

Socialist Political Economy is such a Scientific Work that it deals with the economic reality with Marxian position, viewpoints and methodology. But because of some reasons, the economic reform in China has long been without sufficient theoretical support. In the 1990s, we selected market economic system, and thereafter, an upsurge of introducing western economics emerged in China. Facing the straitened circumstance, where we will go? It seems we should combine Marxian economics with those market economics, which deals with the economic operations and the resource allocation. To create a new socialist economics, or more accurately, transitional period economics is necessary. The purpose of the new theory is to study the major issues and laws in the process of economic transition and to find the scientific solutions that fit the reality of present Chinese economy, with the means of positive and normative methods. Only such a theory can be used to direct our reform and can be the foundation of a more integrated and independent system of economic theories.
