摘要
实现工业化,必须首先解决包括地方工业在内的工业结构优化升级问题。地方工业结构普遍存在着重复建设,产业趋同,工业素质低,“散、小、弱”,“多而低、高而少”等主要问题。这既有传统体制的影响,又有现实的原因。必须采取分工与互补相结合、以技术创新优化工业结构、确定培育重点产业、实现个别突破等途径调整优化区域工业结构。
The priority in industrialization is to upgrade the industrial structure including local industries.The common prob-lems in local industrial structures are repetitive construction,low quality industry,lose,small and weak industry,low efficien-cy with high lost,etc..Some of these problems can be due to conventional structure and some are due to reality reasons.But one thing is certain.That is we must adjust and optimize regional industrial structure by means of the combination of dividing and compensation,optimizing industrial structure through technology reform,deciding and fostering key industries,making indi-vidual breakthrough,etc..
