第二次现代化理论与河南现代化的发展战略

Theories of the second modernization & strategies forthe development of Henan Province

西方主要发达国家已经完成了第一次现代化,而进入到第二次现代化的发展过程中。作为现代化水平较低的省份,河南要实现全面建设小康社会、到本世纪中叶基本实现现代化的目标,必须瞄准世界现代化的前沿水平,实现发展模式的战略转移;必须坚持第一次现代化和第二次现代化一起抓,把人力知识化、新型工业化、乡村城镇化和政治民主化作为重点,走出新型的有自己特色的发展道路。

The main western developed countries have already fulfilled their first modernization, and are under way of developing theirsecond modernization now. To build a well-off society in an all-round way and basically accomplish the modernization by the middle ofthis century, as a less modernized province, Henan must do the following things: aim at the highest level of modernization in the world,fulfill the strategic transfer in the development pattern, attach equal importance to both the first and the second modernization, focus onthe knowledge-oriented talents, new industrialization, country urbanization, and finally find a new road for development with our owncharacteristics.
