非典型肺炎发生后,"两高"迅速出台司法解释,明确若干犯罪行为的定罪与量刑问题。强调特殊时期刑法适用的原则,对特殊时期的含义予以规范的界定,从定罪与量刑两方面认定特殊时期的典型犯罪行为,无疑具有一定的积极意义。

An interpretation published by Supreme Court and Procuratorate to regulate the condemnation and punishment of several crimes after the occurrence of SARS. The interpretation has positive effects on definition of especial period and affirming typical crimes in the especial period from the aspects of condemnation and punishment by emphasizing the principles of criminal law during especial period.
