高校必须从本校的办学类型定位、办学层次定位、学科专业发展定位、服务面向和办学条件出发,深入调研、科学论证、合理规划、重点投入、加强建设,努力形成自主、自检、自律的良性运行机制。

The university must fix its education type and level,and develop its speciality construction in order to form the se lf-deciding,self-checking and self-controlling operational mechanism. Based on the teaching service orientations and conditions,it should make the further inv estigation,the scientific proof,the reasonable planning and the focal investme nt for the purpose of its construction.
