农村公共物品资源瓶颈:现状、成因及对策

The Public Goods Resources Restrictions in the Countryside: the State, the Cause and the Countermeasures

当前,农村公共物品资源的匮乏已成为限制新阶段农业和农村经济发展的重要因素。政府财政收入不足是造成农村公共物品资源匮乏的根本原因,而城乡分割的公共物品供给体制是造成农村公共物品资源匮乏的直接原因。因此,要突破农村公共物品资源瓶颈就必须改革财政税收政策,增加财政收入;加大农村公共物品资源的投入力度;创新农村公共物品供给体制;组织农民通过社会合作方式来提供公共物品。

At present, the lack of public goods hinders the development of the economy in the countryside. The main cause for it is the inadequate revenue. The direct cause is the supply system between city and countryside. Therefore, to change the situation we must reform our tax policy, increase revenue, spend more money on public goods, innovate supphy system for the public goods and organize the peasants to provide public goods by means of social cooperation.
