分析了无林少林区林产工业发展的特点，提出在该地区建立林产工业经营试验区的设想。并提出了试验区产权、采伐、育林基金、税费制度等方面的改革建议。

Through analysis on the features of the development of the forest industry in desolate areas, the author makes a scheme to establish the pilot forestry industrial districts in the North China plain and Middle China plain. He extends many suggestions to the related reform such as property right,planting fund,tax revenue in this article.
