围绕浙江省建设制造业基地的战略决策，阐述了先进制造业基地的建设需要大批中高级人才，需要更新观念，并提出了在创建一批技能型人才培养培训基地过程中应坚持的基本原则，指出在实施过程中应积极探索培养中高级技工特别是高级技工的新途径和新模式，采用更加灵活的招生、学籍管理和教学管理制度，采用有利于学生就业的具有广泛认可程度的职业资格证书，并采取相关的政策、措施予以扶持。
