摘要
中国科学技术资源稀于主要工业国,丰于印度、巴西。中国经济效益远远低于发达国家,能源利用效率甚至远差于巴西,也下于印度。10年来,我们实行了一些促进技术创新的改革措施。但由于种种原因,我国科技资源还远没得到充分利用。要确立提高效益在90年代中国经济发展中的战略地位,在继续探索的下一个10年中,健全和协调技术创新过程的各个环节,建立全社会激励创新的机制。
Chinese S&T resources are scarce compared to that of main industrualiced countries,abundant to India and Brazil.Chinese economicefficiency is far below that of developed countries,its energy utilizingefficiency is much below that of Braril,and even below of India.In the last10 years,We have taken a series of reform measures to accelerating techno-logical innovation.But because of a number of reasons.our S&T resourcesare still far beyond full utilozation.China should set up the strategic positionof improving efficiency in its economic development,strengthen and coordinateeach section in the process of technological innovation,establish the zhole—society-incentive mechanism for technological innovation in the next decade.
