Research on Method of Science and Technology planning

本文运用调查研究方法和系统思想,总结了我国三次科技规划工作经验;提出了科技规划体系结构、规划要素方法、环节联系方法、科技规划工作程序、规划编制方法体系,以及改进现行科技规划编制工作的七点建议等。

This paper review three times of Science and Technology planning experiences of China,propose the system structure of science and technology planning.The main points are:Using factor-planning method to Coordinate Scie-nce and technology planning and economic and Social planning,Using Section--relating method to join Science and technology planning,improving the proc-edure of current science and technology planning,establishing system of plan-ning methods.In the end of the paper,Seven propuses are made to improveScience and technology planning quality。
