On How to Build Less-developed Area into New Point of Economic Increase in Zhejiang

欠发达地区要成为全省新的经济增长点,实现跨越式发展,必须以大开放、大投入、大建设推动大发展,坚持优化结构和扩大总量并举,通过坚持不懈地举全力主攻工业,加快推进城市化、城镇化,着力构筑信息化平台,大力发展生态效益型农业,实施人口梯度转移等战略举措的落实,努力增强自我发展能力,提高区域综合竞争能力。要按照统筹发展要求,完善体制,创新机制,尊重人才,优化环境,更新观念,不断通过解放和发展生产力,开拓促进先进生产力发展的新途径,努力培植经济发展的生长点,以促进欠发达地区加快发展。

In order to building the less-developed area into the new point of economic inerease and crossing-over type development in Zhejiang province, there need great opening-up, large input, great construction to push forward the great development. Some counter-measures must be adopted: to speed up the urbanization construction, to set up the information platform to develop the ecological agriculture, to transfer population step by step, to strengthen the ability of the self-development and to increase the comprehensive competitve capacity. In order to promote the development of the less-area, we should perfect the system, innovate the mechanism, respect the talent persons, optimize the environment, upgrade the conception, liberate and develop the productive forces, open up and promote the new way to the advanced productive forces, cultivate the productive point of economic development.
