The Important Transform of China' Government about Manage Idea , Goal and Principle

中国传统的“公”甚至改革开放之后的“公”,都不同于近代西方的“公共”概念。鉴于中国现阶段政府管理问题的特殊性,不仅必须超越中国传统的“公”,也不能简单地套用西方的“公共”概念及其理论。总体系统观和总体系统论,提供了克服传统文化、意识形态障碍和西方理论局限性的深化改革的认识论和方法论支持。

The concept of public as interpreted both in the Chinese tradition and even in the times after China's reform and opening-up is quite different from the one meant in the modern West. In view of the particularity of China' s current government management, the idea of public as assumed by the Chinese tradition should be endowed with a new connotation, while the Western concept and theory about public should not be borrowed mechanically either. The outlook and theory of overall system provide both methodological and cognitive support for the deepening of the reform by overcoming the obstacle of traditional culture and ideology and the limitation of the Western theories.
