摘要
定义了专家评估的不公正性,指出不公正性产生的原因是由于评估函数不满足公共选择中阿罗不可能性定理的正相关性条件,探讨了解决这种不公正性的途径,并给出各种评估函数的构造方法。
We have defined partiality problems in expert's assessment, and pointed out that the reason for the partiality stems from die fact that the evaluation in action fails to satisfy the positive correlation condition of the An'ow's impossibility theorem. We have discussed ways how to remove such partiality and offered some construction methods for evaluation functions.
