城镇化:贵州全面建设小康社会的必由之路

Urbanization: the Necessary Path to the Construction of a Well-off Society in an All-round Way in Guizhou Province

贵州全面建设小康社会,必须尽快缩小或消除城乡和地区差别。城镇结构体系不合理,城镇规模增长迅速、城镇规划综合调控作用尚未充分体现;城镇资金缺乏,城镇发展人才匮乏等是制约城镇化发展的主要因素。更新观念,强化城镇规划对城镇发展的综合作用,搞好以县城为重点的小城镇建设,把城镇化与产业开发结合起来,加强城镇生态环境建设;消除不利于城镇化发展的体制和政策障碍,走贵州特色的城镇化道路,方能加快全省建设小康社会的步伐。

The distances and differences among urban and rural areas and regions should be shortened or eliminated on the way to constructing a well-off society in an all-round way in Guizhou province. The main factors restricting the urbanization are the unreasonable town structure system, the rapid improvement of town scale, not fully functioned of town planning comprehensive adjustment, lack of fund and the capable people in developing towns. We should renew our thoughts and intensify the comprehensive function of town planning in developing towns, focus on the construction of small towns which takes counties as the key part, combine the urbanization with industry development, enhance the biological environment construction in towns, eliminate the systems not favorable to the development of towns and the blocks of policies as well. Developing through the urbanization path with Guizhou characteristics, we can accelerate the pace in constructing the well off society in Guizhou.
