On the Preliminary Investigation Work of Economic Cases During the New Times

初查不是刑事诉讼的必经程序,但在经济犯罪侦查中,它不仅是甄别证据、定性立案的首要前提,更是提高破案效率,打击经济犯罪的关键环节。在公安队伍全面贯彻“执法为民”的执法宗旨的条件下,深入研究经济犯罪案件的初查工作尤为重要。初查有实地调查和书面审查两种方式及若干要求和注意事项。

The preliminary investigation isn't a necessary procedure of criminal action. However, in the investigation of economic crime, it is not only a primary prerequisite to identify evidences, to determine the nature of the case and to place it on file, but the key to increase the efficiency of solving a case and crackdown on economic crime. It is of vital importance to further study the preliminary investigation work of economic cases in the present situation that the public security troops thoroughly follow the purpose of law enforcement, namely' enforcing the law for the people'. This paper points out that preliminary investigation can be divided into field investigation and written one, and it has many requirements and points for attention.
