针对擅自采伐枯死木能否构成盗伐、滥伐林木罪的问题,从有利于森林资源保护和管理的角度做出全面的分析和探讨,提出了擅自采伐枯死木构成盗伐、滥伐林木罪的观点。

The misdeed objects of forest should include the deforestation of growing forest and of the sweltering and dead forest.By analyzing this problem deeply,we come up with this opinion that the behaviors of cutting the sweltering and dead forest should be charged,because these misdeed actions will destroy the protection and management system of forestry resources and encroach the forestry property of others.
