从我国高等教育规模扩大后高教质量改善成为优先目标、加入WTO后我国高等教育即将走出国门、外国认证机构开始渗透我国高等教育以及我国高等教育评估市场混乱四个方面论证了构建我国高等教育质量认证系统的必要性。以欧美国家高教教育质量认证实践为参照 ,分析了我国高教质量认证系统构建模式选择的若干维度 ,并对质量认证构建过程中将要涉及的重要问题进行了比较思考。旨在引起我国高等教育界关注质量标准相关政策研究 。
