摘要
本文通过对有色金属工业总公司华北地勘局517大队自1979年以来改革的进程和所取得的成效的回顾,认为地勘单位与地勘费脱离“供养关系”,走自主经营、自负盈亏的发展道路,不但符合国家整个经济体制改革的方向,而且也是摆脱地勘单位困境的唯一出路,实践证明也是完全有可能的。
The author makes a review of the course of reformpursued by No. 517 Geological Prospecting Party under the North ChinaGeological Exploration Bureau of China National Nonferrous Metals Indu-stry Corporation since 1979. Based on the successes it achieved, the authorholds that the road taken by geological prospecting units to break awayfrom their dependence on allocated funds and gain development throughoperating on their own management decisions and assuming responsibilityfor their own profits and lossess conforms to the general orientation ofthe country's economic restructuring drive. It is, at the same time, theonly way out for the geological prospecting units to extricate themselvesfrom their difficult positions, which has already been proved possible bypractice.
