摘要
在中国要使教育券能够真正起到融措社会资本、扩大教育投资的功能,远非弗里德曼设计的那么简单。一个完整和现代的教育包括观念、方法、体制、手段等,它们随着社会的发展尚须变革。教育涉及千家万户,有待于全体社会成员的理解和支持,这是教育券能够顺利实施的基本条件。
It is more difficult than Friedman designed that education voucher can be really used to finance social capital and expand educational investment in China. A perfect and modern education system includes educational concepts, methods, institution and measures. They need to be transformed along with the developing of society. Education involves every family. The basic preconditions which education voucher can be implemented successfully are understanding and supporting from all society.
