浙江省新型农村合作医疗制度的实践与思考

Suggestion to the Practice of the New Rural Medicare Cooperation System in Zhejiang Province

浙江省农村合作医疗始于 2 0世纪 6 0年代 ,发展道路曲折 ,但对解决农民看病问题发挥过巨大的作用。浙江省新型农村合作医疗试点工作于 2 0 0 3年 8月启动 ,新型农村合作医疗具有政府支持力度大、筹资机制较完善、突出大病统筹等与传统合作医疗不同的新特点。但也应该看到 ,新型农村合作医疗是一项复杂的社会系统工程 ,实践中会面临许多困难和问题。在建立此项制度的过程中 ,应加强宣传教育 ,转变观念 ,建立相关的法规和制度 ,完善筹资机制 ,配套抓好城乡医药卫生体制改革 ,以保证合作医疗制度的健康发展。

The rural medicare Cooperation, launched in the 60s, last century, had experienced an uneven development, though it had played an important role in providing medicare for the rural population. The experimental practice of the new rural medicare cooperation system was started in 8th,2003 in Zhejiang Province. The new rural medicare cooperation system is characterized by strong government support, better fund-raising mechanism, universal fund-raising for major diseases and so on. These new characteristics are quite different from former medicare cooperation practice. However, It should be noticed that the new rural medicare cooperation system is a complex and systematic social program and many problems and difficulties are expected. In the process of establishing this system, publication and education should be strengthened;former ideology should be transformed;related systems and laws should be integrated;fund-raising channels should be bettered;and township and village medicare reformation should also be carried out to guarantee that the New Rural Medicare Cooperation System develop in a healthy way.
