On the Russia-US Relations after the Incident of "9·11

"9·11"事件后,俄美关系迅速升温,尤其是反恐合作格外引人注目。两年多来,俄美关系发展具有明显的阶段性和曲折性。俄美在国际战略目标、具体的国家利益、反恐的态度和政策、国民的心态等方面较大的差异,决定了两国关系很难向纵深发展。合作与争斗共存、妥协与相持同在、缓和与紧张交替,仍将是俄美关系较长时期内的主旋律。

After the '9·11' incident,the relations between Russia and the United States have been intensified rapidly,especially in cooperation of anti-terrorism. Over the past two years,the two countries have followed an unsteady course in relationship.They diverge in terms of international strategic objectives,national interests,attitude and policy of anti-terrorism and psychological state of common people.These differences determine that it would be difficult for them to carve a close relationship,instead,it would characterize for a long period:coexistence of cooperation and combat;compromise and stalemate mixed up;relaxed and intensified relationships interchangeable.
