The traditional system of village management system still carry on its function on the background of the village self-management. The village has undertaken a large amount of tasks,which is unequal to its economic strength. Thus it aggravates the village's debt greatly. Establishing democratic and scientific village management system must carry on the reform of the village self-management system thorough.
