法治的表层是一种治国方略、社会调控方式,是制度和利益的问题,法治的深层却是人的本质的问题。法律的本质实际上是人的本质的反映,法治实质上是人的本质发展的要求。厉行真正意义上的法治即合乎人的本质及其发展需求的法治,能够促进人的本质——由劳动本质和社会性本质共同构成的人的统一本质的发展。

The surface of the rule of law is a policy of government and a mode of regulating society, and is a problem of system and interest, but the depth of the rule of law is a problem of human essence. Legal essence in fact is the reflection of human essence; the rule of law in essence is the demand of the development of human essence. Strictly enforcing the rule of law in real meaning, that is to say, the rule of law accord with human essence as well as its development demand, can promote the development of human essence——the human overall essence made of labor essence and society essence.
