摘要
在前人工作的基础上,进一步探讨了对同行评议专家评议结果进行定量评估的问题,给出了基金申请项目评价值的数学模型;给出了一种同行通信评议专家关于基金申请项目评价值的调整算法,并在此基础上对已有的2个定量指标进行了改进;给出了3个新的定量评估指标,并深刻地阐明了这些指标的物理、数学意义及应用场合.这些定量指标的实际使用对合理选择同行评议专家具有重要意义.
Based on the results from former researchers, the quantitative evaluation of peer reviewer comments is discussed further. A mathematic model for the estimation value of a NSFC project proposal is set up. An algorithm for adjusting estimation values from peer reviewers is given. Based on these, two current quantitative indexes are improved. Three new quantitative evaluation indexes are given. Both physical meanings and mathematic meanings of these indexes as well as their application scopes are explained thoroughly. These quantitative indexes are important for the proper selection of peer reviewers.
