南水北调东线治污及其输水水质风险分析 被引量:12

摘要 针对南水北调东线工程沿线水污染与水质现状,按照工程通水水质目标要求,以控制单元作为规划污染治理方案、进行水质输入响应分析的基础单元,根据东线治污的目标,在输水干线规划区,山东、天津用水规划区,河南、安徽规划区分别实施清水廊道工程、用水保障工程和水质改善工程。分析南水北调东线一期工程输水水质风险,提出只有在资金和制度保障的前提下,才能确保输水干线水质目标的实现。 In consideration of the current situation of water pollution and water quality along the east route of the South-to-North Water Transfer Project and for the realization of the objective of water quality of the project, the control element is taken as the basic element for the formulation of pollution remediation schemes and implementation of response analysis of quality of water received. According to the objective of pollution remediation along the east route of the project, the clean water corridor project, water supply guarantee project, and water quality improvement project are performed respectively in the planned area on the main water transfer route, the planned area for water supply to Shandong Province and Tianjin City, and the planned area for water supply to Henan and Anhui Provinces. Besides, the risk analysis of the quality of water consveyance is carried out for the first stage of the South-to-North Water Transfer East Route Project. Finally, it is pointed out that only the sufficient funds and reasonable regulations can ensure the realization of the objective of water quality along the main water transfer route of the project.
