高等函授教育是成人高等教育体系中的一种重要教育形式,它有自己的发展规律。反映时代的要求、有正确的办学思想、依托高校的教育资源、建立相应的管理体制和教学系统以及适应教育对象的特点是发展高等函授教育应遵循的基本规律。

High correspondence education is a kind of important educational form in adult's high education system. It has it's own rules of development. Reflecting the times' requests, which has correct thoughts of running a school, relying on education resources of the university, to set up corresponding management system and the tutoring system meeting educational target's characteristics are the rules it should follow.
