After China's entering WTO,Harbin has achieved a lot in absorbing foreign capital,but compared with other coastal cities and vice-province cities,we still have a long way to go.In order to bring about a sustain,healthy and stable development,we should seize the important history opportunity of building a middle class society completely and reinvigorating the Northeast old industrial base,emancipate the mind,transfer the government functions conscientiously,carry out a strategy of inviting outside investment and absorbing foreign capital effectively,especially combine the invite outside investment with reinvigorate the old industrial base.
