摘要
转轨时期多种原因造成的就业困难已形成巨大的社会压力,降低失业率成为各级政府的首要任务。本文在对就业形势进行深层分析的基础上,从政府职能的角度论述政府在解决就业和保障劳动者权利方面的作用,进而提出促进就业的公共政策主张。
The employment problem caused by many kinds of reasons during the turning period has become huge social pressure. It has become the first responsibility of government at all levels to settle the problem of employment . Based on the deeper analysis of the employment situation , this article expounds the role of the governments' function in the respects of settling the employment problem and guaranteeing the workers' rights, and then comes up with some public policy suggestions on widening employment.
