摘要
公民道德建设是一项复杂的社会系统工程。在实施公民道德建设的过程中必须抓住关键点,即从提高理性思维和发挥理论的穿透力与说明力这两个层次上夯实公民道德的思想理论基础;突出公民道德建设的两个主体教育重点:普通公民与领导干部,其中尤以抓好领导干部的"官德"建设为要;健全道德建设的科学运行机制,强化扬善惩恶的调控机制,把公民道德建设真正落到实处。
The citizen's morality construction is a complex social and systematic project. In the course of the citizen's morality construction, the cruxes are as follows: Ⅰ) Improve rational thinking and play the role of theoretical penetration and interpretation so as to lay a solid foundation for the ideological basis of citizen morality; Ⅱ) Stress on the two main bodies of education, the common people and the leaders, particularly the leaders' 'morality of being an official'; Ⅲ) Improve the scientific operational mechanism of morality construction and intensify the mechanism of praising the good and punishing the evils so as to carry through the citizen's morality construction.
