Basic Conciderations in Project Management of Offshore Oil Field Development

一个海上油田开发工程项目一经确定,就希望能以其既定的进度予以完成。为此,需建立一套完成此项任务的项目管理机构,并充分注意到项目管理一次贯通到底的特征,保证项目机构的有效运行;在处理技术问题时,应采用成熟的技术和手段,对在目前阶段尚未成熟的技术,应比照已有项目采用工程判断的方法处理有关问题。

The development engineering project of offshore oil field is expected to be complished in the light of the schedual once it is determined.For the purpose of this task. a set-up of management to implement it should be established, the in-whole characteristics of project management should be noticed, the efficient operation of the project set-up must be guaranteed, the proven technique and approach is used, and the unproven technique at present can be used to handle certain problems, compared with the previous one applied to the engineering judgement.
