摘要 随着全球船舶尺度和引航服务增加,迫切需要改进和统一引航员绳梯及其机械式升降器的技术要求,以避免在海上转运人员作业时发生的事故. 国际海事组织以国际引航员联合会及一些国家对SOLAS公约V/17条修正案及其图解的建议案作为海上安全委员会审议的基础.在海安会第59届扩大会议上通过了由专门工作组修订后的案文.本文作者参加了该工作组.这一修正案将对船长、船东及绳梯制造厂商在满足该设备综合性要求方面会有帮助.也使引航员有更安全的通道.最终将减少在海上转运人员时发生的事故和争议. 本文还想简介有关拟订这一新条文时的不同意见和最后达成妥协的背景,帮助读者更好、更容易地理解. Following the increase of the shipsize and the pilot services provided worldwide, there is an urgent need to improve, unify the technical requirements of pilot ladders and machanical pilot hoist and to avoid incidents encountered is the operation of personal transfer at sea. IMO takes the submissions fron International Maritime Pilot Association——IMPA and Member States on the proposed amendments to SOLAS Chapter V, Regulation 17. Which are supplementad by an illustrated description, as a basis for consideration by its' organizitime Safety Committee. At its 59th expanded session the MSC adopted the draft, text of a- mendments to Regulation V/17 finalized by an ad hoc working group with in that session, the author of this paper took part of drafting in That group, this amendments will be of help to the shipmasters, owners and the manafacuturers to meet comprehensive reguirement such arrangements. The pilot to have a much safer passage. Consequently, There will be less casualties and disputes over the operations of personal transfer at sea. This paper also try to give some background of the argument and compromise reached on the development of this new regulation for better and easier understanding by readers.
