试论省级政府统筹管理和高等学校自主办学的协调

Coordinating the Administrative Supervision by the Provincial Government and the Autonomy of the University

目前我国的高等教育基本形成了中央和地方分级管理 ,以省级政府管理为主的体制。但是 ,在实际的管理过程中 ,省级政府对高等教育的管理存在着许多的问题 ,影响了高等学校的自主办学。因此 ,有必要对如何协调省级政府统筹管理和高校自主办学这对矛盾进行探讨 。

China's higher education is now under the administration of either the central government or the local governments,with the provincial governments playing a major role. In practice,however,many problems exist in the administrative supervision by the provincial governments,affecting to a certain extent the autonomy of the university in school-running. Hence,it is necessary to cope properly with the conflict between the administrative supervision by the government and the autonomy of the university.
