传统的国家主权理论与其历史时期相适应,有其存在的合理性和进步意义,随着经济全球化的冲击,传统主权理论的"绝对主权"观念已无法解释联系日益紧密的国家间的经济冲突和政治争端,需要一种新的国家主权观念,即:国家主权是一个动态的、历史的范畴,包含着国内主权的独立,国家意志和不可侵犯性及国际主权的独立、互相尊重平等性。随着世界经济联系的密切化,国内主权地位受到限制和国际主权地位得到延伸,显示出国家主权的相对性而非绝对。

The traditional state sovereignty theory relates to the historical period. It's reasonable to exist and has its own progressive significance. With the impact of the economic globalization, the concept of 'the absolute sovereign' in the traditional state sovereignty theory has not been able to explain the economic crash and the political disputes among countries. A new state sovereignty theory is needed now. That is to say, the state sovereignty is dynamic. It includes the independence of the domestic sovereignty, the disagressiveness of the state will, the independence, respect and equality of the international sovereignty. With the closeness of the correction in the international economy, the domestic sovereignty has been restricted but the international sovereignty has been extended. That shows the state sovereignty is relative but not absolute.
