江泽民在党的十六大报告上指出,当人类社会跨入21世纪的时候,我国进入了全面建设小康社会的历史阶段。同时,社会主义初级阶段的国情决定了全面建设小康社会的艰巨性、层次性和可行性。

In the 16th Party Congress of the CPC, Jiang Zemin solemnly pointed out that at the turn of the century China entered a historic period of buildng a well-off society. Because of the concrete conditions of the early stage of socialism, the task of building a well-off society is feasible but very difficult and the process will be multi-leveled.
