村民自治存在的问题与对策

Problems and Countermeasures of Villagers' Self-government

村民自治是我国农民对农村基层民主建设的新创造。但在其运行过程中却遇到了村委会与乡镇政府关系不顺、村乡两级干部对选举有厌倦情绪、村委会与村党支部权利界限模糊、村干部素质亟待提高等问题。文章认为,加强对村民自治的领导、理顺和完善各项农村政策、提高基层干部素质、减轻农民负担,是改善目前村民自治状况的根本环节。

The villagers' self-government is a pioneering work China peasants made to grass roots democracy, but still some problems need to be discussed, such as, the improper relationship between village committee and township government; sick feeling of cadres to election; the blurry power range between village committee and village party branch; the under qualification of village cadres. To improve the situation, the authors put forward some countermeasures: strengthening guidance in villagers' self-government; perfecting rural policies; upgrading cadres' qualities and lightening peasants' burden.
