初中按成绩入学和就近入学两种方式并存 ,造成初中入学机会不公平和整体教育质量下降。自由入学是一种公正的初中入学方式 ,可以从根本上提高初中整体教育质量和办学积极性。

This paper analyses disadvantages of two ways of enrolling junior middle school (going to school according to score and going to school according to address): unjustice of enrolling chance and decrease of junior middle school entire education quality. And demonstrate that going to school freely is a just way of enrolling junior middle school and will improve junior middle school entire education quality and active management.
