摘要
通过分析落后地区人口迁移的利弊及造成地区落后的原因 ,明确提出要增强落后地区的经济发展水平 ,必须以人为本、积极进行人力资源开发 。
Through the analysis of the advantages and disadvan ta ges of migration that causes poverty in underdeveloped areas,it is pointed out t hat to improve the economic development in underdeveloped areas,humanity should be stressed foremost and human resources should be developed actively.Some corre lative suggestions are given.
