北洋政府时期的农政机构与农业政策(1912—1928年)

Agricultural administrations and policies under the Northern Warlord Government (1912-1928)

北洋政府时期 ,全国性的农业行政管理工作先后隶属于农林部、农商部等中央农政机构 ,省、县也设有实业厅、农业科等相应机构。在农业近代化的国际大背景下 ,上述机构制订、实施了种种促进农业改良、发展对外贸易的农业政策 ,进一步推动了农业近代化的进程。

During the rule of the Northern Warlord Government from 1912 to 1928, national agricultural administration institutions used to be subordinated to Ministry of Agriculture and Forestry, Ministry of Agriculture and Commerce and other central government departments. Corresponding agencies such as bureaus of industry and commerce, agricultural sections were also set up at provincial or county levels. In the global background of agricultural modernization, these institutions used to have drawn up and implemented agricultural policies, which had promoted agricultural reform and foreign trade and, in the final analysis, the overall process of China's agricultural modernization.
