小康社会概念的创新——兼论全面建设小康社会的可行性与难点

The Innovations of the Concept of Xiaokang Society——The Feasibility and Difficulties of Building a Xiaokang Society in an All-round Way

党的十六大提出的全面建设小康社会的奋斗目标是对传统的小康概念的一种创新。这种创新主要体现在:小康社会标准与国际接轨、标准提高、标准动态化和全面化等方面。通常在测算小康社会经济发展目标时,人们不考虑汇率因素。作者认为,按照规划的经济增长速度,人民币升值将不可避免。这样,2020年我国人均国民生产总值将大大超过通常测算的数据。平衡发展是建设小康社会的最大困难所在,那种企图短期内缩小差距的看法既不现实,也不可取。

Objectives of building a xiaokang society in an all-round way,which was put forward at the Sixteenth National Congress of the CPC,are the innovations of the conventional concept of xiaokang.The innovations are as follows:the standards of xiaokang society are meeting international standards;the standards of xiaokang society are becoming higher,dynamic,and all-round.When we estimate the objectives of economic development of a xiaokang society,we usually ignore the factor of exchange rate.But according to the writer of this essay,given the planned speed of economic development,RMB will inevitably appreciate.Accordingly,by 2020,China's per-capita GNP will have greatly exceeded the level estimated by the usual method.When we build a xiaokang society,the biggest challenge is how to achieve balanced development.It is impractical and inadvisable that one should expect to fill in the gap of income distribution in a short time.
