This paper briefly introduces the general measure and the object and the main subject in the process of developing condition based maintenance program in thermal power plant. It shows clearly that machine condition monitoring technologies and fault diagnosis of expert are the key technology. One proposal is put forwards by establishing a condition data center to realize functions of condition assessment and trend analysis and fault diagnosis and maintenance suggestion and so on.
