本文对公共产品的生产进行了经济分析 ,认为完全依靠市场提供和政府提供公共产品均不能达到帕累托最优。探讨了通过明晰产权、借助市场机制来生产公共产品的途径。

This article makes economic analysis in public goods production,and claims that public goods which are supplied only by market or only by gorverment can not meet the Pareto optimality. This article seeks for the way that public goods are producted through clearly determined property right and with the help of the market mechanism.finally,the article suggests that we should create some new thing on the mechanism of producting public goods in our country.
