E-government affairs refers to dealing with public affairs through network and in a digital way. It has aroused more and more general concern of the countries all over the world with its abundant information resources and high-effective administrative mode, and has become the key of whole information. The article introduces the design target, the collectivity function constitutes and the adoptive technique route of the E-government affairs system on the basis of Web based on analyzing the significance of construction the E-government affairs system. This system can integrate and synthesize the management mode of government department, and increase the work's transparence of all levels government department, and elevate the work's efficiency.
