搞好退耕还林还草,尽快恢复林草植被是三峡库区生态经济建设的前提,是库区农村经济实现可持续发展的战略性选择。三峡库区退耕还林必须坚持解放思想、实事求是,坚持政策引导与农民自愿相结合,坚持生态效益优先,坚持因地制宜,坚持与农民增产增收相结合,坚持自力更生、艰苦奋斗,坚持综合治理,坚持与农业产业化发展相结合等原则。

It is the premise to convert the cultivated land into forests and restore the vegetative cover in the ecological and economic development of the Three Gorges Reservoir, a strategic choice of realizing the sustainable development of the rural economy.
