The active openness is a kind of freedom of administrative information contrasting with the passive openness. This paper discusses the features of the active openness of the administrative information. The discourse analyses the scope, the manner, the safeguard measures and the legislation forms of the active openness through the positive comparison of some nations' legislation. On this groundwork the authors recall the defects and deficiency of our nation' legislation on the freedom of information and bring forward some suggestions.
