摘要
行政指导是一种行政事实行为 ,往往只有事实上的强制力。其原则有合法原则、效益原则、自愿原则和服务原则。虽然我国各层次的法律规范都有规定 ,但相对数量少、内容不够全面 。
Administrative guidance is a kind of administrative factual action which only has enforement on facts.It has legel principle,effective principle,principle of voluntary participation and principle of service.Actually,administrative guidance is stipulated in every level of our laws and rules.However,the number is relatively small and it is not comprehensive.So relief must be given to the illegal or wrong administrative guidance.
