摘要
从公众参与的有效性分析出发,分析公众参与定量化分析与评价的重要性。参与者的环境意识、思想文化素质、法制观念影响着公众参与的代表性,各项指标如各问题的设计对调查目的的贡献率不同、评价项目的行业性质对环境因素的影响不一、对环境影响评价的要求不同,这些因素均影响着定量评价的科学性。通过特尔斐法赋予各因素以权重值,以此排除多方面的影响与干扰,最大程度地体现公众的思想。通过相应的实例分析,对所述公众参与的定量评价方法的有效性进行了进一步的探讨。
Based on the efficiency of public participation, the importance of quantitative appraisal methods was shown. Public environmental consciousness, the culture level, the conception about law affect the credibility of participation. Other ingredients such as the degree of each index, the character of different industry impact the credibility of the public participation. Delphi was used to ensure the proportion of all kinds of ingredients that affect the analysis of public participation. At last, a case study was presented so as to prove the feasibility of this method.
